Vukovar is a Croatian town that had been bombarded for months by the Yugoslav Army. The hospital was full of wounded. It was impossible to pass through the siege, the Yugoslav Army.
The concept was to create a kind of "Stalingrad trauma" for the society. People where to be left in the dark of the fact that Yugoslavia would severe as a "guinea-pig" for the coming "Humanitarian Wars" of the future. (In my online archive are over 3000 photos that cover most of the events during the 4 years of this civil war)
This allowed Milosevic and Tudjman to distract the public from the reality, namely, that both wanted the division of Yugoslavia and to share Bosnia among them. Even at this early stage of the Civil War churches were bombed. In Bosnia, then religion was an integral part in the declarations of war by paid propagandists of diverse media.
The United Nation have had its Headquarter for Bosnia in the Croatan Capital Zagreb, unable to archive anything to stop at least the rampant rise of nationalism not accepted in the socialist Yugoslavia, and so the cycle of violence drove for another 4 years until the civil war in 1995 turned into the mass killings of Srebrenica and finally came to an end.
It took long for NATO to get involved. NATO was in a desperate role after the fall of communism and was facing questions of tax payers in its member countries why there was still such high defense budgets if there was no enemy. Why buying tanks and helicopter if they are not being used to help people in need and so on.
