Ever since Madeleine Albright had argued in favor of early military intervention in Bosnia in her position as As UN ambassador in 1987, the nationalist KLA guerrillas begun to blow up places inside Kosovo that were know to be inhabited by Serbs.
The photo series here is a classic example of international organized propaganda and warmongering:
A 14 year old boy was playing football and was shot in the neck by a unknown person. We journalists were told by the OSCE experts that it would be "almost certainly" done by a Serbian assassin, though there was not a single Serb village in the radius of 20 km and in the tense pre-war situation not a single Serb would have been so mad to penetrate as deep in Albanian controlled territory just to shoot a young Albanians. There was not a single proof of this assertion that would have supported this assumption by the "Expert" working for OSCE, but the message was trumpet out the same evening on all channels of mass media like as if it was true. Some people in the village later broke the silence and the real culprit, a young Albanian was arrested for this crime.
In another case members of the KLA were murdering seven Ashaklis (Albanian-speaking Gypsies) They buried the bodies and then contacted a German journalist to create a hoax. Showing a alleged excavation of a "mass grave" for the invited colleague making Albanians as victims which were killed allegedly by Serbs. After the war Kosovars performed a ethnic cleansing operation that drove approximately two--hundred--thousand gypsies out of their homes, looted and burned their houses.
Even before KFOR existed some strange individuals arrived on the scene after Richard Holbrooks successor, the U.S. Special Envoy for Kosovo, Robert Gelbard who had publicly described the KLA as a "criminal organization" was first ordered back to Washington.
Only then the USA, of course, had their own "mission", the KEDOM. Thus, the OSCE was infiltrated before it could begin its work.
It is worth to understand the situation prior to NATOs war against Yugoslavia, what was happened and why Kofi Annan made some interesting remarks about the legitimacy of NATO bombing of Yugoslavia.
